Chalfont St Peter Parish Council - Accessibility Statement

This accessibility statement applies to the website owned and run by Chalfont St Peter Parish Council accessed at Chalfontstpeter-pc.gov.uk. It covers PDFs, spreadsheets, presentations and other types of document. It does not cover content published on GOV.UK as HTML: the main GOV.UK accessibility statement will cover that.

Using our documents

Chalfont St Peter Parish Council publishes documents in a range of formats, including Word documents, Excel spreadsheets and PDF documents.

We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
  • change the device orientation from horizontal to vertical without making it more difficult to view the content.

We have also made the website text as simple as possible to understand.  AbilityNet has advice on making your device easier to use if you have a disability.

How accessible is this website?

New documents we publish and documents you need to download or fill in to access one of the services we provide should be fully accessible.

However, we know that some of our older documents (published before 23 September 2018) are not accessible. For example, some of them:

  • are just photocopies and are not marked up in a way that allows screen reader users to understand them
  • are not tagged up properly – for example, they do not contain proper headings
  • are not written in plain English

This mostly applies to our financial reports, meeting agendas, reports and minutes, annual reports, policies and publications. These types of documents are exempt from the regulations,  we do not currently have any plans to make them accessible.

But if you need to access information in one of these document types, you can contact us and ask for an alternative format.

Chalfont St Peter Parish Council is committed to making its website accessible in accordance with the Public Sector Bodies (Website and Mobile Applications) (No. 2) Accessibility Regulations 2018.

We will do all that we can to identify content that is non-compliant.  We have undertaken audits and are working hard to rectify any issues which arise.

Documents that are supplied to us by other organisations are not within the remit of CSP Parish Council to make compliant and will not be edited to make them accessible.

Content that is not within the scope of the accessibility regulations.

Many of our older PDFs, Word and Excel documents do not meet accessibility standards – for example they may not be structured so they are accessible to a screen reader.  This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value)

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services.  For example, we do not plan to fix meeting agendas or minutes for meetings which were published prior to 23 September 2018.

Some of our PDFs and Word documents are essential to providing our services.  For example, we have PDFs with information on how users can access our services and forms published as word documents.  By September 2020, where possible, we plan to either fix these or replace them with accessible HTML pages.

Any new PDFs and documents created by us will meet accessibility standards.

This website was tested in January 2021 by Aubergine Ltd creators of the website. This statement was updated in January 2021.

This statement was created in September 2020 and updated in January 2021, it will be kept under review and amended when necessary.

We are currently undergoing staff training to ensure that new documents we produce and publish meet accessibility guidelines.

We also run monthly and quarterly reports to identify and address any accessibility issues.
